We are seeking an experienced Quality & Completions Manager to lead end-to-end quality management and completions assurance across the Western Renewables Link (WRL) project lifecycle. This critical role is responsible for ensuring all assets are delivered fully compliant, thoroughly verified, and ready for safe energisation and seamless handover.
Reporting to the Head of Delivery, you will drive the integration of Quality Management Systems (QMS), completions frameworks, and handover processes, aligning engineering, procurement, construction, testing, and commissioning activities. You will embed quality standards from design through to commissioning, ensure all systems and assets are systematically completed and verified, and hold contractors accountable for delivering compliant, traceable outputs—ultimately enabling the project to achieve operational readiness without defects or rework risk.
The WRL project represents the largest transmission build in over four decades and is a vital piece of infrastructure connecting renewable energy from western Victoria to homes across the state and the National Electricity Market.
What you’ll be doing in this role:
Quality Leadership & Systems
- Lead development and implementation of the Project Quality Management System (QMS) aligned to ISO 9001 and existing AusNet systems and processes
- Establish and maintain quality policies, procedures, and assurance frameworks across WRL
- Drive a strong quality culture and continuous improvement mindset across all delivery partners
- Manage project-level quality audits, inspections, and compliance reporting
- Monitor trends and provide insights to leadership on quality risks and systemic issues
- Ensure timely closure of audit findings and defects
Completions & Handover Management
- Establish and implement the Project Completions Strategy, including systems breakdown structure (SBS) and completions philosophy
- Oversee completions management systems (e.g. completions database / tool) to track progress and readiness
Define and manage with our delivery partners:

- Inspection & Test Plans (ITPs)
- Check sheets and verification dossiers
- Civil, Mechanical , Electrical and Rehabilitation Completion certification
- Pre-commissioning and commissioning readiness
- Ensure all deliverables support structured handover from construction → commissioning → operations
- Oversee EPC contractor quality and completions performance, ensuring alignment to WRL standards and PSDR requirements
- Participate in and lead contractor audits, surveillance, and verification activities
- Ensure effective defect management, punch listing, and close-out processes
- Align completions milestones with project schedule and stage gates
You don’t need to check every box, however we’re looking for a good combination of:
- Requires bachelor's degree (or international equivalent) and 13-15 years of relevant experience
- Significant experience in major infrastructure or renewable energy projects
- At least 3–5 years in a leadership or managerial QA/QC role.
- Proven experience on mega infrastructure related projects
- Experience managing Inspection Test Plans (ITPs), non-conformance reports (NCRs), and handover documentation
- Strong organizational, collaboration and leadership skills.
- Demonstrated experience working with quality management systems standards, in particular ISO 9001 Quality Management Systems, with formal training and experience conducting audits of QMS systems. Lead ISO 9001 Auditor Certification is desired.
- Must have the flexibility to travel.
- Excellent written and oral communication skills.
- Working knowledge of industry-specific quality programs and performance standards.
- Practical work experience in fields of engineering, environmental science, procurement, construction, testing, operations, decommissioning, or business administration.
